I. Bidding conditions

II. Project Overview and Bidding Scope
1. Project Name: Landscape and Road Greening Design Project for the Factory Site of China Building Materials (Luoyang) New Energy Co., Ltd;
2. Source of funds and proportion of contribution: self-raised funds, 100%;
3. Project Overview: This project is located in the area east of Neitao Road, north of Jing 13th Road, south of Jing 15th Road, and west of Ru'an Road in the Advanced Manufacturing Development Zone of Ruyang County, Luoyang City, covering an area of approximately 700 acres. The scope of this greening design is within the factory fence, excluding the building footprint and factory roads, for landscape and greening design (including garden paths), consistent with the style of the built factories, to beautify and enhance the overall environment of the factory area. 4. Project construction site: No. 6, Ru'an South Road, Industrial Cluster Zone, Ruyang County, Luoyang City;
5. Bidding scope: The scope of this greening design is within the factory fence, excluding the area occupied by buildings and factory roads. It encompasses the entire scope of landscape and greening design (including garden paths) schemes and construction drawing design;
6. Quality requirements: comply with relevant national, industry, and local government laws, regulations, and technical specifications;
7. Design cycle: 20 calendar days from the date of signing the contract.
III. Qualification Requirements for Bidders
1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
2. Specific qualification requirements for this project:
3. The bidder must have independent legal personality and a valid business license;
4. Bidders must have a special Grade B or higher qualification for landscape engineering design issued by the construction administrative department;
5. The proposed project leader must hold a technical title of intermediate or above in the relevant field;
6. The bidder shall provide a "Credit Commitment Letter" (see Chapter 6 of the bidding documents for the format of the Credit Commitment Letter). The tenderer has the right to require the winning bidder to provide relevant supporting materials to verify the authenticity of the commitments made by the winning bidder before signing the contract. The following supporting materials shall be provided during the bidding process:
(1) Having financial status reports that comply with relevant national regulations;
(2) Provide proof of payment of taxes in accordance with the law;
(3) Proof of payment of social security funds in accordance with the law;
(4) Proof of necessary equipment and professional technical capabilities to fulfill the contract;
(5) Proof of no significant illegal record in business activities within the three years prior to participating in the bidding activity;
(6) Proof materials for not being included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement.
7. This project does not accept consortium bidding.
IV、 Acquisition of bidding documents
1. Time: From November 22, 2023 to November 30, 2023, every day from 9:00 am to 5:00 pm (Beijing time, excluding statutory holidays).

3. Method: On site registration requires providing ① business license ② qualification certificate ③ legal representative's ID card or authorization letter and the client's ID card ④ "China Government Procurement Network - Government Procurement Serious Illegal and Dishonest Behavior Record List", "China Execution Information Disclosure Network - Dishonest Executed Persons", "State Administration of Taxation website - List of Parties to Major Tax Illegal Cases" webpage query proof. Note: During on-site registration, the original documents of the above information should be checked and one copy stamped with the official seal should be kept. The bidder shall be responsible for the authenticity of the application materials.
4. The bidding documents are priced at 200 yuan per copy.
V、 Submission of bidding documents
1. The deadline for submitting bid documents (bid deadline) is 17:00 on December 16, 2023 (Beijing time).

4. Bids that are delivered late or not delivered to the designated location will not be accepted by the tenderer.
VI、 Channels and methods for raising objections
If bidders or other interested parties have objections to the bidding documents, they shall submit a written objection letter (signed by the legal representative and stamped with the company seal) to the tenderer 10 days before the bidding deadline. If they entrust others to raise objections, they shall also submit a power of attorney and proof of the authorized principal's identity. Mailed or faxed copies will not be accepted. Objection letters that are not submitted on time or as required will not be accepted.
