          Regulations of the CPC on Inner Party Supervision

          Chapter 1  General General Principle

          Article 1  These Regulations are formulated in accordance with the Constitution of the CPC in order to adhere to the leadership of the Party, strengthen Party building, comprehensively and strictly govern the Party, strengthen intra Party supervision, and maintain the progressiveness and purity of the Party.

          Article 2  Guided by Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the Three Represents, and the Scientific Outlook on Development, the Party's internal supervision deeply implements the spirit of General Secretary Xi Jinping's series of important speeches, focuses on promoting the overall layout of the "Five in One" and coordinating the promotion of the "Four Comprehensives" strategic layout, respects the Party Constitution, governs the Party in accordance with rules, adheres to the combination of internal supervision and supervision by the people, enhances the Party's ability to self purify, self improve, self innovate, and self enhance under long-term governance, and ensures that the Party always becomes a strong leadership core of the socialist cause with Chinese characteristics.

          (3) Adhere to democratic centralism, strictly conduct political life within the Party, implement the principle of individual Party members obeying the Party organization, minority obeying the majority, lower level organizations obeying higher-level organizations, and all Party organizations and Party members obeying the Party's National Congress and Central Committee;

          (4) Implementing the responsibility of comprehensively and strictly governing the Party, enforcing Party discipline, especially political discipline and rules, and promoting the construction of Party conduct, clean governance, and anti-corruption work;

          (5) Implementing the spirit of the Central Eight point Regulation, strengthening work style construction, closely connecting with the masses, and consolidating the foundation of the Party's governance;

          (6) Adhere to the Party's standards for cadres, establish a correct orientation for selecting and employing personnel, and implement the regulations for selecting and appointing cadres;

          (7) Integrity, self-discipline, and impartial use of power;

          (8) The completion of tasks deployed by the Party Central Committee and higher-level Party organizations.

          Article 6  The key targets of intra party supervision are the Party's leading organs and leading cadres, especially the main leading cadres.

          Article 7  Party supervision must prioritize discipline, utilizing the "four forms" of supervision and discipline enforcement, regularly conducting criticism and self-criticism, and conducting interviews and inquiries, making "blushing and sweating" the norm; Minor disciplinary actions and organizational adjustments have become the majority of disciplinary violations; Those who receive severe disciplinary actions and significant job adjustments have become a minority; Serious violations of discipline and suspected illegal cases have become extremely rare.

          Article 8  Party leading cadres should strengthen self-restraint, regularly check their words and deeds against the Party Constitution, consciously abide by the Party's political life standards, integrity and self-discipline standards, strengthen Party spirit cultivation, cultivate moral sentiments, and always maintain the political nature of Communists.

          Article 9  Establish and improve the internal supervision system within the Party, which includes unified leadership by the Party Central Committee, comprehensive supervision by the Party Committee (Party Group), specialized supervision by disciplinary inspection agencies, functional supervision by Party work departments, daily supervision by Party grassroots organizations, and democratic supervision by Party members.

          Chapter 2  Supervision by the Central Organization of the Party

          Article 10 The Central Committee of the Communist Party of China, the Political Bureau of the Central Committee, and the Standing Committee of the Political Bureau of the Central Committee comprehensively lead the work of intra party supervision. The plenary session of the Central Committee listens to the work report of the Central Political Bureau every year, supervises the work of the Central Political Bureau, and deploys major tasks to strengthen intra party supervision.

          Article 11  The Central Political Bureau and its Standing Committee regularly study and deploy to carry out learning and education throughout the party, using the spirit of rectification to identify problems and correct deviations; Listen to and review the report on the implementation of the spirit of the Central Eight point Regulation by the whole party, and strengthen the supervision and inspection of work style construction; Listen to the work report of the Standing Committee of the Central Commission for Discipline Inspection; Listen to the report on the central inspection situation and achieve full coverage of central inspections within one term. The Central Political Bureau holds an annual democratic life meeting to conduct comparative inspections and analyze party spirit, and study measures to strengthen its own construction.

          Article 12  Members of the Central Committee must strictly abide by the political discipline and rules of the Party. If other members are found to have violated the Party Constitution, undermined Party discipline, or endangered Party unity, they should resolutely resist and promptly report to the Party Central Committee. The opinions of members of the Central Political Bureau shall be reflected in writing or in other forms to the Standing Committee of the Central Political Bureau or the Standing Committee of the Central Commission for Discipline Inspection with their real names.

          Article 13 Members of the Political Bureau of the Central Committee should strengthen supervision over the party organizations and leadership teams directly under their jurisdiction, and regularly hold talks with the main responsible persons of relevant localities and departments on their performance of comprehensive strict governance of the party, integrity and self-discipline.

          Article 14 Members of the Central Political Bureau shall strictly implement the eight point regulations of the Central Committee, consciously participate in dual organizational activities, and truthfully report important personal matters to the Party Central Committee. Take the lead in establishing a good family tradition, strengthen education and restraint on relatives and staff around them, strictly require spouses, children, and their spouses not to engage in illegal business or enterprise operations, and not to hold illegal positions or part-time jobs for remuneration.

          Chapter 3  Supervision by the Party Committee (Party Group)

          Article 15 The Party committee (Party group) bears the main responsibility in intra party supervision, with the Secretary as the first person in charge. Members of the Party committee standing committee (Party group members) and Party committee members fulfill their supervisory duties within their scope of responsibilities. The Party committee (Party group) shall perform the following supervisory duties:

          (1) Lead the intra party supervision work of the local region, department, and unit, organize and implement various supervision systems, and do a good job in supervision and inspection;

          (2) Strengthen the leadership of disciplinary inspection work at the same level and within its jurisdiction, and inspect its supervision, discipline and accountability work;

          (3) Supervise members of the Standing Committee of the Party Committee (Party Group members), Party Committee members, discipline inspection commissions at the same level, Party work departments, and directly led Party organization leadership teams and their members;

          (4) Provide opinions and suggestions on the work of higher-level party committees and disciplinary committees, and carry out supervision.

          Article 16  Party work departments should strictly implement various supervision systems, strengthen intra party supervision within their scope of responsibilities, and enhance both internal supervision of their own departments and units, as well as daily supervision of their own systems.

          Article 17  Internal supervision within the party must strengthen the supervision of the main responsible persons and key position leaders of the party organization, with a focus on monitoring their political stance, strengthening party building, governing the party strictly, implementing party resolutions, selecting and employing personnel fairly and honestly, taking responsibility, maintaining integrity and self-discipline, and implementing the responsibility system for ideological work.

          Superior party organizations, especially their main leaders, should regularly inquire and remind the main leaders of subordinate party organizations, and promptly correct any problems found. Members of the leadership team should promptly raise issues with the main person in charge of the team, and if necessary, report directly to the higher-level party organization.

          The personal matters of the main person in charge of the party organization should be made public within a certain scope of the party and actively subject to supervision.

          Article 18 The Party committee (Party group) should strengthen the daily management and supervision of leading cadres, grasp their thoughts, work style, and living conditions. Party leaders should regularly engage in criticism and self-criticism, dare to face up to, deeply analyze, and actively correct their own shortcomings and mistakes; We should dare to point out the shortcomings and mistakes of our comrades and help them improve.

          Article 19 Inspection is an important way of intra party supervision. During the first term of office of the Party committees of the central government, provinces, autonomous regions, and municipalities directly under the central government, comprehensive inspections shall be conducted on the Party organizations of the localities, departments, enterprises, and institutions under their management. Inspect the organization and leading cadres of the Party, respect the Party Constitution, Party leadership, Party building, and the implementation of the Party's line, principles, and policies, fulfill the responsibility of comprehensively governing the Party strictly, enforcing Party discipline, implementing the spirit of the Central Eight point Regulation, building a clean and honest Party conduct, anti-corruption work, and personnel selection and appointment. Identify problems, create deterrence, promote reform and development, and leverage the power of strict governance of the Party.

          The Central Leading Group for Inspection Work shall strengthen its leadership over the inspection work of the party committees of provinces, autonomous regions, and municipalities directly under the central government, relevant central ministries and commissions, and party committees of central state organs. The party committees of provinces, autonomous regions, and municipalities directly under the central government should promote the establishment of inspection systems by the party's city (prefecture, state, league) and county (city, district, banner) committees, so as to extend the strict governance of the party to the grassroots level.

          Article 20 Strictly implement the organizational life system of the Party, and hold democratic life meetings regularly. When encountering important or universal issues, they should be convened in a timely manner. The focus of democratic life meetings is to solve prominent problems. Leading cadres should clarify and thoroughly discuss issues raised by the masses, feedback from inspections, and inquiries through organizational interviews during meetings, carry out criticism and self-criticism, propose rectification measures, and accept organizational supervision. Superior party organizations should strengthen guidance and supervision over the democratic life meetings of subordinate leadership teams, and improve the quality of democratic life meetings.

          Article 21  Adhere to the system of intra party talks, and conscientiously carry out reminder talks and admonition talks. If leading cadres are found to have early signs or tendencies in terms of ideology, style, discipline, etc., the relevant party organization leaders should promptly remind and talk to them; If minor disciplinary violations are found, the person in charge of the higher-level party organization shall give them a warning talk, and the person in charge shall make an explanation or reflection. After being signed by the main person in charge of the party organization, it shall be reported to the higher-level discipline inspection commission and organizational department.

          Article 22  Strictly implement the cadre inspection and assessment system, comprehensively evaluate the performance of morality, ability, diligence, achievements, and integrity, pay attention to both political achievements and political ethics, focus on evaluating the performance of implementing the decisions and deployments of the Party Central Committee and higher-level Party organizations, fulfill the responsibility of governing the Party, take a stance on major principle issues, treat the people with attitude, and complete urgent, difficult, dangerous, and heavy tasks. In the inspection and assessment, the main person in charge of the party organization should make a truthful evaluation of the members of the leadership team. The assessment comments will be recorded in the cadre file after meeting with the individual. Implement the responsibilities of the main leaders of the Party organization in various aspects such as cadre selection, inspection, and decision-making, and hold accountable those who neglect their duties seriously.

          Article 23 The leading cadres of the Party shall report their responsibilities and accept evaluations at the expanded meeting of the Party Committee Standing Committee (or Party Group) every year. The key to accountability and integrity is to enforce political discipline and rules, fulfill the responsibility of governing the Party, promote the construction of Party conduct and clean governance, and anti-corruption work, as well as the implementation of clean and honest discipline. The report on accountability and integrity should be included in the integrity file and made public within a certain scope.

          Article 24  Adhere to and improve the reporting system for personal matters of leading cadres. Leading cadres should truthfully report personal matters in accordance with regulations, timely report major personal and family situations, and seek prior approval to report leaving their positions or workplaces. Relevant departments should strengthen spot checks and verification. Those who intentionally falsify or conceal major personal matters, or tamper with or forge personal file information shall be severely investigated and dealt with.

          Article 25  Establish and improve a system for recording the intervention of leading cadres of the Party in major matters. If it is found that they use their positions to interfere with the selection and appointment of cadres, engineering construction, discipline and law enforcement, judicial activities, etc., they should promptly report to the higher-level Party organization.

          Chapter 4 Supervision by the Party's Discipline Inspection Commission

          Article 26  The disciplinary inspection commissions at all levels of the Party are the specialized organs for intra Party supervision, fulfilling the responsibilities of supervision, discipline and accountability, strengthening the supervision and inspection of the compliance of Party organizations and leading cadres with the Party Constitution, Party rules and Party discipline, and the implementation of the Party's line, principles and policies within their jurisdiction, and undertaking the following specific tasks:

          (1) Strengthen supervision over the performance of duties and exercise of power by party committees at the same level, especially standing committee members, party work departments, directly led party organizations, and party leading cadres;

          (2) Implement a dual leadership system for disciplinary inspection work, with disciplinary review work mainly led by higher-level disciplinary inspection commission leaders. The handling of clues and disciplinary review shall be reported to the higher-level disciplinary inspection commission while reporting to the same level party committee. The nomination and investigation of disciplinary inspection commission secretaries and deputy secretaries at all levels shall be mainly carried out by the higher-level disciplinary inspection commission in conjunction with the organization department;

          (3) Strengthen the leadership of the higher-level disciplinary commission over the lower level disciplinary commission. If the disciplinary commission discovers problems with the main leaders of the same level party committee, it can directly report to the higher-level disciplinary commission; The lower level discipline inspection commission shall report its work to the higher-level discipline inspection commission at least once every six months and report its work to the higher-level discipline inspection commission annually.

          Article 27  Disciplinary inspection agencies must prioritize the maintenance of the Party's political discipline and rules, resolutely correct and investigate behaviors such as having policies at the top and countermeasures at the bottom, disobeying orders and prohibitions, being insincere and disobedient, forming cliques, deceiving organizations, and opposing organizations.

          Article 28 The disciplinary inspection team dispatched by the Commission for Discipline Inspection is responsible to the dispatching agencies, strengthens the supervision of the leadership team and its members, and other leading cadres of the supervised units. If problems are found, they should be reported to the dispatching agencies and the party organizations of the supervised units in a timely manner, investigate and handle them seriously, and make suggestions for those who need accountability.

          The dispatched authorities shall strengthen their leadership over the work of the dispatched disciplinary inspection teams, regularly interview the main responsible persons of the party organizations of the supervised units and the leaders of the dispatched disciplinary inspection teams, and urge them to implement their responsibilities for managing and governing the party.

          The dispatched disciplinary inspection team should regularly report their work to the dispatching agency with actual situations and specific problems, and at least conduct a special study on the construction of party conduct and clean governance and anti-corruption work with the party organization of the supervised unit every six months. Failure to discover problems that can be discovered is dereliction of duty, and failure to report or handle problems discovered is dereliction of duty, both of which must be held accountable seriously.

          Article 29  Serious handling of petitions and reports, classification and handling of problem clues, early detection and reporting, timely reporting of leadership cadres with outstanding social feedback and poor public evaluation, and collective research on important reporting matters. Regularly analyze and judge the situation of petitions and reports, propose targeted solutions to typical and common problems reflected in petitions and reports, and urge places and departments where petitions and reports are concentrated to identify and analyze the reasons and make serious improvements.

          Article 30  Strictly control the selection and appointment of cadres based on the response to opinions on party conduct and integrity, comprehensively analyze and judge the situation in daily work, objectively evaluate the integrity of cadres, and prevent "promotion with illness" and "appointment with illness".

          Article 31 Upon receiving reports of general violations of discipline by officials, one should promptly verify with the individual, provide reminders through conversation, and send letters of inquiry to clarify the issue. Interviewing the person being reported can be conducted together with the main person in charge of their party organization; The explanation provided by the person being reported on the inquiry should be signed by the main person in charge of their party organization and reported to the higher-level discipline inspection commission. The conversation records and inquiry responses should be carefully verified and archived for future reference. Those who have not found any problems should be clarified and settled, and those who do not truthfully explain the situation should be dealt with seriously.

          Article 32 Conducting disciplinary review in accordance with regulations and discipline, focusing on the key issues of not restraining or stopping, concentrated problem clues, strong public feedback, and leadership cadres who are currently in important positions and may need to be promoted and employed. The combination of these three situations is of utmost importance. Disciplinary review should clarify the facts of disciplinary violations, allowing the subject of review to start with studying the Party Constitution, examine and analyze themselves from aspects such as ideals, beliefs, principles, work style, and discipline. The review report should have clear facts, accurate qualitative analysis, and reflect the subject's ideological and cognitive situation.

          Article 33 For those who violate the spirit of the Eight point Regulation of the Central Committee, those who seriously violate discipline and are investigated and expelled from the Party, those who are held accountable for serious dereliction of duty and responsibility, and those who engage in unhealthy practices and corruption that have a negative impact on the public, they should be named and exposed.

          Article 34 Strengthen supervision over disciplinary inspection agencies. If disciplinary inspection agencies and their staff are found to have violated discipline, they must be dealt with seriously. Disciplinary inspection agencies at all levels must strengthen their own construction, improve internal control mechanisms, consciously accept intra party supervision, social supervision, and mass supervision, and ensure that their power is strictly constrained.

          Chapter 5  Grassroots Party organizations and supervision of Party members

          Article 35 Grassroots Party organizations should play a role as fighting fortresses and fulfill the following supervisory responsibilities:

          (1) Strictly regulate the organizational life of the Party, carry out criticism and self-criticism, supervise Party members to fulfill their obligations effectively, and safeguard the rights of Party members from infringement;

          (2) Understand the criticism and opinions of party members and the masses on the work of the party and its leading cadres, regularly report the situation to higher-level party organizations, and put forward opinions and suggestions;

          (3) Maintain and enforce Party discipline, promptly educate or handle Party members and cadres who violate discipline, and report serious problems to higher-level Party organizations.

          Article 36  Party members should adopt a highly responsible attitude towards the cause of the Party and the people, actively exercise their party member rights, and fulfill the following supervisory obligations:

          (1) Strengthen democratic supervision over the leading cadres of the Party, and promptly reflect the opinions and demands of the masses to the Party organization;

          (2) Criticize any organization or member of the Party with a basis at Party meetings, expose and correct shortcomings and problems in work;

          (3) Participate in the evaluation of leading cadres activities organized by the Party organization, be brave to touch upon contradictions and problems, point out shortcomings and errors, dare to be serious about erroneous words and deeds, and dare to struggle;

          (4) To responsibly expose and report to the Party any violations of discipline and law by any Party organization or member, firmly oppose all factional and small group activities, and fight resolutely against corruption.

          Chapter 6 Combining internal and external supervision

          Article 37 Party committees at all levels should support and ensure that people's congresses, governments, supervisory agencies, judicial agencies, etc. at the same level supervise state organs and public officials in accordance with the law, the People's Political Consultative Conference conducts democratic supervision in accordance with its articles of association, and audit agencies conduct audit supervision in accordance with the law. If the relevant state organs discover that the leading cadres of the Party have violated Party rules and discipline and need to be dealt with by Party organizations, they shall promptly report to the relevant Party organizations. Audit institutions shall report to the same level party organization and, if necessary, to the higher-level party organization if they discover clues of suspected violations of discipline by party leaders, and transfer the problem clues to relevant disciplinary inspection agencies for handling in accordance with regulations.

          If it is found during disciplinary review that a leading cadre of the Party seriously violates discipline and is suspected of committing illegal crimes, a decision on disciplinary action should be made first, and then transferred to administrative or judicial organs for handling. Law enforcement agencies and judicial agencies shall file and investigate cases involving leading cadres of the Party in accordance with the law, and shall notify the Party committee and discipline inspection commission at the same level; The party organization to which the cadre belongs shall suspend its relevant party member rights in accordance with relevant regulations; Those who are held criminally responsible according to law, or those who are suspected of violating discipline even though they do not constitute a crime, shall be transferred to the disciplinary commission for disciplinary action.

          Article 38 The CPC and the democratic parties coexist for a long time, supervise each other, treat each other with sincerity and share weal and woe. Party organizations at all levels should support democratic parties in fulfilling their supervisory functions, attach importance to the opinions, criticisms, and suggestions put forward by democratic parties and non party individuals, and improve mechanisms for information, communication, feedback, and implementation.

          Article 39 Party organizations and leading cadres at all levels should take seriously and consciously accept social supervision, use Internet technology and information technology to promote the openness of Party affairs, broaden supervision channels, and accept criticism from the masses with an open mind. News media should adhere to the unity of party spirit and people's nature, adhere to correct guidance, strengthen public opinion supervision, analyze typical cases, and play a warning role.

          Chapter 7  Rectification and guarantee

          Article 40 Party organizations should truthfully record and centrally manage the problems and clues discovered during intra party supervision, timely understand and verify them, and make corresponding decisions; Those that do not fall within the scope of handling at this level should be transferred to the party organization with authority for handling.

          Article 41 The Party organization should rectify every problem discovered during supervision and ensure that every issue is addressed. The rectification results should be reported to the higher-level party organization in a timely manner, and if necessary, can be reported to the lower level party organizations and party members, and made public to the society.

          For disciplinary clues assigned by higher-level party organizations and transferred during inspections, they should be promptly handled and feedback on the handling status should be provided within 3 months.

          Article 42 The Party Committee (Party Leadership Group) and the Commission for Discipline Inspection (Discipline Inspection Group) shall strengthen the supervision and inspection of the implementation of the intra party supervision responsibility and the rectification of problems. Those who fail to perform or incorrectly perform the intra party supervision responsibility, as well as make corrections and rectification ineffectively, shall be dealt with in accordance with the Regulations of the CPC on Disciplinary Punishment, the Regulations of the CPC on Accountability and other provisions.

          Article 43 Party organizations should safeguard the right to information and supervision of Party members, and encourage and support Party members to play an active role in Party supervision. Advocating the use of real names to reflect disciplinary violations, party organizations should strictly keep confidential for whistleblowers and provide appropriate feedback on the handling situation. Those who interfere, obstruct supervision, or retaliate against supervisors shall be dealt with seriously in accordance with discipline.

          Article 44 Party organizations should safeguard the relevant rights of the supervised objects, such as the right to defend and appeal. After investigation, if the supervised object has no improper behavior, it should be clarified and renamed. Those who insult, defame, or falsely accuse others under the guise of supervision shall be dealt with seriously in accordance with discipline; Those suspected of committing crimes shall be transferred to judicial authorities for handling. If the supervised object is dissatisfied with the handling decision, they may file an appeal in accordance with the provisions of the Party Constitution. The relevant party organizations should carefully review and make conclusions.

          Chapter 8  supplementary articles

          Article 45 The Central Military Commission may formulate relevant regulations in accordance with this Regulation.

          Article 46 This regulation is interpreted by the Central Commission for Discipline Inspection.

          Article 47 This regulation shall come into effect from the date of its promulgation.
