Regulations on the Education and Management of CPC Members

Chapter I General Provisions
Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant intra-Party regulations for the purpose of thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthening the work of Party member education and management, improving the quality of Party member team building, and maintaining the advanced nature and purity of the Party member team.
Article 2 Education and management of Party members is a fundamental and regular task in Party building. Party organizations shall strengthen the education and management of Party members, guide them to firm up the lofty ideal of communism and the common ideal of socialism with Chinese characteristics, enhance the "Four Consciousnesses", strengthen the "Four Confidences", and achieve the "Two Maintenances", enhance Party spirit, improve their qualities, earnestly perform their obligations, correctly exercise their rights, and give full play to their vanguard and exemplary role.
Article 3 The work of education and management of Party members is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It implements the general requirements for Party building in the new era and the Party's organizational line in the new era, adheres to the combination of education, management, supervision, and service, promotes the normalization and institutionalization of the "Two Studies and One Action" study and education, continuously enhances the pertinence and effectiveness of Party members' education and management, and strives to build a contingent of Party members who are politically qualified, disciplined in implementation, morally sound, and qualified in playing their roles.
Article 4 The work of education and management of Party members shall follow the following principles:
(1) Adhere to the principle that the Party manages the Party and exercise full and strict governance over the Party, implement strict requirements throughout the entire process and in all aspects of the work of educating and managing Party members, and leading Party cadres take the lead in accepting education and management;
(2) Adhere to taking the Party's political building as the guide, highlight Party spirit education and political theory education, and guide Party members to abide by the Party Constitution, Party rules and disciplines, never forget their original aspiration, and keep their mission firmly in mind;
(3) Adhere to centering on the core tasks and serving the overall interests, focus on the quality and effectiveness of Party members' education and management, and ensure the implementation of the Party's theories, lines, principles, policies and the decisions and arrangements of the Party Central Committee;
(4) Adhere to proceeding from reality, strengthen classified guidance, respect the principal position of Party members, and give full play to the role of Party branches in directly educating, managing and supervising Party members.
Chapter II Learning and Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era
Article 5 Make arming the whole Party with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era the primary political task of Party - member education and management. Guide Party members to fully understand the great significance of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and consciously study it to gain a thorough understanding and put it into practice.
Article 6 Organize Party members to read the original works, study the original texts, and understand the principles, deeply study and comprehend the core essence, basic spirit, and practical requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, master the Marxist standpoints, viewpoints, and methods running through it, and enhance political awareness, theoretical confidence, and emotional identification. Establish a Party - member education textbook system with the core content of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
Educate and guide Party members to closely combine the study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era with the study of Marxism - Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, and the Scientific Outlook on Development, and continuously improve their Marxist ideological consciousness and theoretical level.
Article 7: Adhere to the combination of centralized education and regular education, as well as the combination of organizational training and individual self - study. Adopt such forms as centralized training, theoretical study of the central group of the Party committee (Party leadership group), theoretical preaching, organizational life, and online learning and training to form a long - term mechanism for the study and education of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and promote Party members to study deeply, understand thoroughly, and internalize the thought in their minds.
Article 8: Promote the Marxist style of study that combines theory with practice. Guide Party members to integrate themselves, their responsibilities, and their work into the study, apply what they have learned, and integrate knowledge with action. Improve their political stance, strengthen their sense of responsibility, enhance their competent skills, perform their本職工作 (here "本職工作" can be translated as "job - related tasks" or "daily work" according to the context, the following uses "job - related tasks") well, and consciously become firm believers and loyal practitioners of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
Leading Party cadres should adhere to higher standards and stricter requirements, conduct comprehensive, systematic, integrated, in-depth, and up-to-date studies, consciously use [the thought] to arm their minds, guide practice, and promote work, and play an exemplary and leading role.
Chapter III Basic Tasks of Party Member Education
Article 9 Strengthen political theory education, highlight the study of the Party's innovative theories, organize Party members to study the Party's basic theories, basic lines, and basic strategies, as well as the basic principles of Marxism and the basic knowledge of the Party, guide Party members to firm up their ideals and beliefs, enhance their Party spirit cultivation, and strive to master and consciously apply the Marxist stance, viewpoints, and methods.
Article 10 Highlight political education and political training, strictly exercise intra - Party political life, educate Party members to be outspoken in stressing politics, improve their political awareness and capabilities, strictly abide by political discipline and rules, maintain the political nature of Communists, ensure the "four observances", and maintain a high - degree of consistency with the Central Committee of the Communist Party of China with Comrade Xi Jinping as the core in ideology, politics and action.
Article 11 Strengthen education on the Party Constitution, Party rules and discipline, guide Party members to keep in mind the Party admission oath, adhere to the standards for qualified Party members, consciously abide by Party discipline, take the lead in practicing core socialist values, cultivate noble moral sentiments, and foster a good ideological style, study style, work style, life style and family style. Strengthen education on the Constitution and laws and regulations, and guide Party members to respect, learn, abide by and apply the law.
Article 12 Strengthen education on the Party's purpose, guide Party members to practice the fundamental purpose of serving the people wholeheartedly, implement the Party's mass line, improve their ability to do mass work, and maintain close ties with and serve the people.
Article 13 Conduct education on revolutionary traditions, guide Party members to study the history of the Party, the history of the country, the history of reform and opening up, the history of socialist development, and the fine traditional Chinese culture, keep in mind the Party's struggle course, carry forward the Party's fine traditions, inherit the red gene, practice the values of Communists, and arouse patriotic enthusiasm.
Article 14 Carry out education on the situation and policies. Centering on implementing the major decisions of the Party and the country and advancing the fulfillment of major tasks, publicize the Party's lines, principles and policies, interpret the international, national and Party conditions, respond to issues of concern to Party members, guide them to correctly understand the situation, and unify their thinking and actions with the requirements of the Party Central Committee.
Article 15 Attach importance to education on knowledge and skills. In accordance with the requirements of Party members' post responsibilities and work needs, organize and guide Party members to learn and master professional knowledge, scientific and technological knowledge, practical skills, etc., so as to help them improve their comprehensive quality, ability to perform their duties, and enhance their service capabilities.
Chapter IV Main Methods for Daily Education and Management of Party Members
Article 16: Party branches shall use the system of "three meetings and one lesson" (meetings of the Party branch committee, meetings of Party members, meetings of Party groups, and Party lectures) to conduct regular education and management of Party members. Party members shall attend Party member meetings, Party group meetings, and Party lectures on schedule, conduct study exchanges, and report on their ideological and work situations, etc. Leading Party cadres shall participate in dual organizational life (both the organizational life of the leading body they belong to and that of the grass-roots Party branch or Party group they are affiliated with).
Party branches shall carry out a themed Party day activity once a month. Closely linked to the actual ideological and work conditions of Party members, they shall organize Party members to conduct concentrated study, participate in organizational life, engage in democratic discussions, and carry out voluntary services, among other activities.
Party members shall pay party dues on schedule. Party organizations shall do a good job in the collection, use and management of party dues.
Article 17: A Party branch shall hold at least one organizational life meeting each year, and may also hold such meetings at any time as required by work. Generally, it shall be conducted in the form of a Party member meeting, a meeting of the Party branch committee, or a Party group meeting.
Article 18: A Party branch shall generally carry out democratic evaluation of Party members once a year. The Party branch shall convene a Party member meeting to organize Party members to conduct the evaluation in accordance with the procedures of personal self-evaluation, mutual evaluation among Party members, and democratic assessment. The Party branch committee meeting or the Party member meeting shall put forward evaluation opinions based on the evaluation results and the daily performance of Party members.
The democratic evaluation of Party members can be conducted in conjunction with the organizational life meeting.
Article 19: Primary-level Party organizations shall pay attention to analyzing the ideological and psychological status of Party members. The persons in charge of Party organizations shall often have heart-to-heart talks with Party members and carry out ideological and political work in a targeted manner.
Article 20: Municipal and county Party committees or primary-level Party committees shall organize centralized training sessions for Party members every year, mainly relying on county-level Party schools (administrative schools), primary-level Party schools, etc. The training content and methods shall be determined in accordance with the development of undertakings, the key tasks of Party building, as well as the central work of the region, department or unit and the actual situation of Party members. The time for Party members to participate in centralized study and training each year shall generally not be less than 32 class hours.
Article 21: Party organizations shall, in accordance with the deployment and requirements of the Party Central Committee, organize Party members to earnestly participate in centralized intra-Party study and education, guide them to focus on the theme of study and education, conduct in-depth study of the Party's innovative theories, and identify and resolve prominent problems existing in themselves.
Provincial Party committees and Party organizations in industry systems may carry out special study and education in a timely manner in accordance with the ideological status of Party members and the needs of Party building.
Article 22: Party organizations shall give full play to the vanguard and exemplary role of Party members. In light of the actual situation of Party members from different groups, they shall guide Party members to do their own work well, take concrete actions, be in the forefront, strive for excellence, have the courage to take on responsibilities in contacting and serving the people and completing major tasks, and ensure that they can be seen at ordinary times, stand out at critical moments, and step forward in times of crisis. This can be achieved by setting up and learning from role models around them, establishing Party member demonstration posts and Party member responsibility zones, and carrying out activities such as assigning posts and defining responsibilities, making commitments and fulfilling them, etc.
Encourage and guide Party members to participate in voluntary services. Party members should actively take part in voluntary service activities organized by Party organizations, and may also carry out voluntary service activities on their own initiative.
Article 23: Party organizations shall adhere to the unity of strict education and management on the one hand and enthusiastic care and love on the other, and shall encourage, care for, and assist Party members in terms of politics, ideology, work, and life.
In view of the actual situation of elderly Party members in terms of physical condition, residence and family, flexible methods should be adopted for their education, management and services, to organize them to participate in the Party's organizational life and play their role within their capabilities. For elderly and infirm Party members who have difficulty moving, suffer from serious illnesses or even become incapacitated, there shall be no rigid requirements for their participation in organizational activities, study and education. Instead, Party organizations shall provide more care and attention through such means as delivering learning materials to their homes and paying visits to them.
Chapter V Management of Party Membership and Party Organizational Relations of Party Members
Article 24: A probationary Party member who is accepted upon approval by the general meeting of Party members of the Party branch and the examination and approval of the primary-level Party committee shall obtain Party membership from the date of such approval.
For Party members who go abroad for private reasons and settle abroad for a long time, and Party members who go abroad for study or research and have not returned after more than 5 years, their Party membership shall generally be suspended. The decision to suspend Party membership shall be made by the Party organization that retains their organizational relationship in accordance with relevant regulations.
For Party members who have lost contact with the Party organization for more than 6 months and still cannot be reached despite all efforts to find them, their Party membership shall be suspended. The decision to suspend their Party membership shall be made by their affiliated Party branch or a higher-level Party organization in accordance with relevant regulations. If contact with the Party member who has had their Party membership suspended cannot be established after 2 years, they shall be expelled from the Party as having quit the Party on their own accord.
For a Party member whose Party membership has been suspended, if they meet the requirements, their Party membership may be restored in accordance with the prescribed procedures. In principle, Party membership cannot be restored for those who have been advised to withdraw from the Party, expelled for refusing to withdraw after being advised, expelled for quitting the Party on their own accord, expelled for withdrawing from the Party, or expelled from the Party; those who meet the requirements may rejoin the Party.
Article 25: The organizational relationship of a Party member refers to the subordinate relationship of the Party member to a primary-level Party organization.
Every Party member must be assigned to a Party branch, group, or other specific Party organization. Party members who have a fixed work unit where a Party organization has been established shall generally be assigned to the Party organization of their work unit. Party members who do not have a fixed work unit or whose work unit has not established a Party organization shall generally be assigned to the Party organization at their usual place of residence, or at public employment and talent service institutions, industrial parks, buildings, etc.
If a Party member's work unit or usual place of residence changes, or if they go out for study, work, or life for more than 6 months with a relatively fixed location, they shall transfer their organizational relationship. Primary-level Party committees with the authority to approve probationary Party members may directly transfer and receive Party members' organizational relationships with each other nationwide. When a Party organization receives a Party member's organizational relationship, it may, if necessary, verify the Party member's files in an appropriate manner. For Party members whose organizational relationship has been transferred out but not yet received, the original Party organization still bears the management responsibility. Party organizations shall not refuse to transfer or receive Party members' organizational relationships without justifiable reasons.
Article 26: For Party members who do not have a personnel file, the primary-level Party committee with the authority to approve probationary Party members shall establish a Party member file, which shall be kept by the Party committee where they belong or the organization department of the Party committee at or above the county level.
In places where conditions permit, electronic management of Party members' files shall be implemented.
Chapter VI Supervision of Party Members and Organizational Disposal
Article 27: Party organizations shall, through various means such as strict organizational life, listening to the opinions of the masses, and inspecting Party members' work, supervise Party members in terms of their compliance with the Party Constitution, Party rules, and Party discipline, especially political discipline and political rules; their compliance with the Constitution, laws, regulations, and moral norms; their participation in organizational life; their fulfillment of Party members' obligations, contact with and service to the masses; and their play of a vanguard and exemplary role.
Article 28: If a Party member is found to have incipient or trending problems in terms of ideology, work, life, work style, or discipline, or if there are adverse reflections from the masses about them, the person in charge of the Party organization shall conduct a timely reminder talk, addressing issues early and at a minor stage to prevent them from evolving into major ones.
Article 29: For Party members who fail to participate in the Party's organizational life in accordance with regulations, fail to pay party dues on time, move to work or live in other places without taking the initiative to maintain contact with the Party organization, or have other behaviors that do not conform to the Party's requirements with minor circumstances, the Party organization shall, in a timely manner, conduct criticism and education in an appropriate way to help them improve.
Article 30: For a Party member who lacks revolutionary will, fails to perform the obligations of a Party member, and does not meet the qualifications of a Party member, but who can correctly recognize their mistakes, is willing to accept educational management, and is determined to correct them, the Party organization shall decide on a disposal of rectification within a time limit, which shall not exceed one year. Educational assistance measures shall be taken for Party members who are given the disposal of rectification within a time limit.
Article 31: A Party member shall be expelled from the Party through the prescribed procedures under any of the following circumstances:
(1) Those who lack ideals and beliefs, waver in political stance, and have thus lost the qualifications for being Party members shall be expelled from the Party;
(2) Those who believe in religion and have not changed after receiving help and education from the Party organization shall be advised to withdraw from the Party; if they refuse to withdraw after being advised, they shall be expelled from the Party;
(3) Those who propose to withdraw from the Party due to ideological degeneration and still insist on withdrawing after education shall be expelled from the Party;
(4) Those who threaten to withdraw from the Party to achieve personal goals and refuse to correct their behavior after education shall be advised to withdraw from the Party; if they refuse to withdraw after being advised, they shall be expelled from the Party;
(5) Those who show no improvement after the expiration of the time limit for rectification shall be advised to withdraw from the Party; if they refuse to withdraw after being advised, they shall be expelled from the Party;
(6) Those who, without justifiable reasons, fail to participate in the Party's organizational life for six consecutive months, or fail to pay membership dues, or fail to perform the work assigned by the Party shall be expelled from the Party as having quit the Party on their own accord.
Party members who violate Party discipline shall be given disciplinary sanctions in accordance with the provisions of the Regulations on Disciplinary Sanctions of the Communist Party of China.
Chapter VII Management of Mobile Party Members
Article 32: Primary-level Party organizations shall strengthen the management of mobile Party members. For mobile Party members who have been away for more than 6 months without transferring their organizational relationships, they shall maintain regular contact and follow up on work such as education and training, management and services. In places where mobile Party members are relatively concentrated, Party organizations in the places of departure may establish mobile Party member organizations relying on industrial parks, chambers of commerce, industry associations, and offices stationed in other localities, among others.
Party organizations in the places of inflow shall assist in the daily management of mobile Party members. In accordance with the principle that organizational relationship is subordinate to one party while allowing participation in multiple organizational activities, mobile Party members shall be organized to participate in organizational life at nearby and convenient locations. Party-mass service centers in towns, townships, subdistricts, villages, communities, industrial parks, etc., shall be open to mobile Party members. Mobile Party members may participate in democratic evaluation in the Party organizations of the places of inflow or in mobile Party member organizations.
For mobile Party members who meet the conditions for transferring their organizational relationships, the Party organizations in the places of departure and inflow shall coordinate to properly handle the transfer work.
Article 33: Rural Party branches shall designate specific persons to be responsible for maintaining contact with mobile Party members. Township Party committees shall keep abreast of the basic information of mobile Party members, and guide and urge Party branches to strengthen daily education and management. They shall take advantage of opportunities such as when mobile Party members return to their hometowns in a concentrated manner to organize them to participate in organizational life or education and training. Mobile Party members who have good political quality and the ability to get rich and help others get rich shall be promptly included in the training of reserve forces for the village.
Party organizations in urban communities shall guide mobile Party members living in other places to report to the Party organizations at their places of residence, consciously participate in the activities of the Party organizations at their places of residence, and accept the management of the Party organizations. For Party members who have settled in other places, they shall be guided and assisted in transferring their organizational relationships in a timely manner.
Party organizations of public employment and talent service institutions shall establish and improve Party organizations for mobile talent Party members, straighten out the organizational relations of mobile talent Party members, and strengthen and improve the daily education and management of mobile talent Party members.
Article 34: Party organizations in colleges and universities shall continue to perform their management duties for mobile Party members who are college graduates and whose organizational relations are retained in the school. The retention period of a Party member's organizational relations shall generally not exceed 2 years, and those who meet the conditions for transferring their organizational relations shall be transferred out in a timely manner.
For Party members studying or researching abroad (overseas), their organizational relationship shall be retained by the Party organization of their original university or work unit, which shall contact them at least once every six months. After returning from studying or researching abroad (overseas), such Party members shall resume organizational life in accordance with regulations.
Chapter VIII Informatization of Party Member Education and Management
Article 35: To meet the requirements of the development of the times, we shall make full use of internet technologies and informatization means to improve the work of Party member education and management, promote the in-depth integration of the traditional advantages of primary-level Party building with information technology, and continuously enhance the modernization level of Party member education and management.
Article 36: We shall make overall plans, integrate resources, improve the database of Party members, strengthen the construction of the national information system for Party member management, promote the innovative development of modern distance education for Party members and cadres as well as audio-visual education for Party members, advance the integrated construction of platforms such as websites and mobile clients for Party member education and management, establish an online platform for Party spirit education bases, and build a network front where Party affairs, government affairs and services are organically integrated.
Article 37: Adhere to the combination of online and offline efforts. Relying on the informatization platform for Party member education and management, carry out business applications such as Party member information management, guidance and management of Party organization activities, management and services for mobile Party members, management of new Party member development, and management of Party membership dues. Provide services for Party members such as online learning and training, transfer of organizational relationships, participation in intra-Party affairs, and care and assistance.
Emphasis is placed on utilizing information and data to conduct real-time analysis and assessment of the status of Party members and the work of Party member education and management, promptly identify problems, and continuously improve the work.
Article 38: Party members shall take the initiative to learn to use the Internet. Relying on various information platforms for Party member education and management, they shall actively participate in online learning and training, earnestly take part in the activities of Party organizations, and consciously accept the education and management of Party organizations. They shall publicize the Party's theories, lines, principles and policies to the masses through the Internet, listen to the opinions of the masses, and contact and serve the masses.
Party organizations shall educate and guide Party members to strictly standardize their online behavior, have the courage to fight against erroneous remarks online, and must not create, publish or disseminate information that violates Party discipline regulations and national laws and regulations.
Chapter IX Organizational Leadership and Work Security
Article 39: Under the leadership of the Party Central Committee, a national coordination group for Party member education and management work shall be established, with the Central Organization Department taking the lead and the Central Commission for Discipline Inspection and National Supervisory Commission, the Central Publicity Department, the Central Party School (National Academy of Governance), the Work Committee of the Central and State Organs, the Party Group of the Ministry of Education, the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, and other units participating. The coordination group shall be responsible for the planning, deployment, organization, coordination, inspection and guidance of the national work on Party member education and management, and its office shall be located in the Central Organization Department. Party committees of provinces, autonomous regions, and municipalities directly under the Central Government shall establish coordination institutions for Party member education and management work. The operating mechanism of the coordination institutions for Party member education and management work shall be established and improved, so as to give full play to their functions.
The Central Organization Department is mainly responsible for the overall coordination of Party member education and management work, ensuring the organizational arrangements for concentrated education and regular education of Party members, and strengthening specific guidance on Party member education and management work.
The Central Commission for Discipline Inspection and the National Supervisory Commission are mainly responsible for education on Party members' discipline and work style, guiding the supervision of Party members, and investigating and handling cases where Party members violate Party discipline, commit duty-related violations, or engage in duty-related crimes.
The Central Publicity Department is mainly responsible for the education of Party members in political theories, situation and policies, guiding and coordinating the compilation of educational materials for Party members, and organizing the study and publicity of advanced models among Party members.
The Central Party School (National Academy of Governance) is mainly responsible for the training of leading Party cadres, guiding local Party schools (administrative colleges) to include Party member education and training in their teaching plans, and ensuring the number of class hours and teaching quality.
The Work Committee of the Central and State Organs is mainly responsible for guiding the Party organizations at all levels of the central and state organs in doing a good job in the education and management of Party members.
The Party Group of the Ministry of Education is mainly responsible for the macro-guidance of the education and management of Party members in institutions of higher education.
The Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council is mainly responsible for the education and management of Party members in the enterprises under its supervision.
The organizational departments of Party committees at all local levels, as well as discipline inspection and supervision organs, Party committee publicity departments, Party schools (administrative colleges), work committees of government organs, education work committees, Party committees of state-owned assets supervision and administration commissions, etc., shall, in accordance with their respective functions and responsibilities, undertake the tasks of Party member education and management.
Article 40: Party committees at all local levels and Party groups (Party committees) of departments and units shall lead the work of Party member education and management in their respective regions, departments and units, implement the guidelines, policies, deployments and requirements of the Party Central Committee on Party member education and management, conduct regular research on the work of Party member education and management, analyze the status of the Party member contingent, and put forward targeted work measures.
Primary-level Party committees shall perform their basic duties of overseeing Party member education and management, promote the implementation of work arrangements from higher-level Party organizations, organize and carry out work such as concentrated training of Party members, management of organizational relations, commendation and incentives, care and assistance, organizational disposal, and disciplinary sanctions, and guide the Party branches under their jurisdiction in doing a good job in the daily education and management of Party members. Party branches shall perform their relevant work duties in accordance with the Party Constitution and relevant intra-Party regulations. Party groups shall implement the requirements and tasks of Party branches regarding the education and management of Party members.
Article 41: Primary-level Party committees in towns, townships, subdistricts, state-owned enterprises, institutions of higher education, etc., shall be equipped with a certain number of full-time and part-time organizational personnel in accordance with regulations. These personnel shall receive professional guidance and management from the organizational departments of Party committees at or above the county level, and shall undertake work such as guiding and supervising the development of Party members and the education and management of Party members.
A system for appointing lecturers for Party member education shall be implemented. Party committees at or above the county level shall select and appoint lecturers for Party member education from among outstanding Party school teachers, secretaries of primary-level Party organizations, advanced models, Party affairs workers, experts and scholars, practical technical talents, retired cadres and other personnel.
Strengthen the development of county-level Party schools (administrative schools) and primary-level Party schools. County-level Party schools (administrative schools) shall take the concentrated training of Party members as an important task. They shall organize and arrange Party member education lecturers to give lectures at the primary level in a planned manner. Attention shall be paid to giving play to the role of mass and Party member service centers, education and training bases for Party members and cadres, and centers for the practice of civilization in the new era.
Strengthen the planning for the development of national educational and training materials for Party members, and organize the compilation of basic national educational materials for Party members. All regions, departments and units may, in light of their actual conditions, develop distinctive, practical and effective educational materials for Party members.
Article 42: Funds for the work of Party member education and management shall be included in the fiscal budgets of local governments at all levels, and allocated according to the number of Party members in light of actual conditions. Priority shall be given to ensuring that primary-level Party organizations in rural areas, communities, non-public economic organizations, social organizations, public employment and talent service institutions, etc., carry out Party member education and management, so as to form a stable funding guarantee mechanism. The party membership dues retained by Party committees at all levels shall be mainly used for educating and training Party members and supporting primary-level Party organizations in carrying out organizational life. Strengthen financial support for the work of Party member education and management in old revolutionary base areas, ethnic minority areas, border areas, and poverty-stricken areas.
Article 43: Party committees and Party groups at all levels shall strengthen the inspection and assessment of the work of Party member education and management. Primary-level Party committees shall, every year, take the situation of Party member education and management work as an important part of the work report to higher-level Party organizations. In the debriefing, evaluation and assessment of primary-level Party building work, comments shall be made on the performance of Party organization heads in overseeing Party member education and management work. When conducting annual assessments and term assessments, higher-level Party organizations shall assess and inspect the work of Party member education and management carried out by lower-level Party organizations.
Those who are derelict in their duties or fail to fulfill their responsibilities in the work of Party member education and management shall be held accountable in accordance with relevant regulations.
Chapter X Supplementary Provisions
Article 44: Provisions on the education and management of Party members in the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be formulated by the Central Military Commission in accordance with these Regulations.
Article 45: These Regulations shall be interpreted by the Central Organization Department.
Article 46: These Regulations shall come into force on May 6, 2019.
